Phase 3 The phases in the reintegration process are overlapping but the goal of each is the same: to facilitate independence and positive involvement in the community. There is a need to establish a continuum of care that is always available to every formerly incarcerated person. Citizens has established an open door policy of counseling and referrals for needs and issue that continue following incarceration.
